Delhi slap video: what each side says, five complaints and no FIR yet

A video from a road inspection in west Delhi on Sunday, 27 September 2026, shows Deputy Chief Minister and PWD minister Parvesh Sahib Singh Verma pushing down a phone and slapping Saheb Singh, also Sahib, 22, who handles social media for AAP MLA Jarnail Singh of Tilak Nagar. The place was a newly laid stretch of the Vikaspuri Ring Road, also called the Outer Ring Road. Hindustan Times, The Times of India, The Hindu and The Indian Express described Jarnail Singh pulling the surface off by hand, then the phone pushed down and the slap, with people stepping in.

Saheb Singh said he was recording on the MLA's instructions. He alleged that Verma snatched the phone, that security grabbed his neck, and that people with the minister threatened to kill him, PTI reported via Hindustan Times. The Indian Express reported his complaint of a slap, abuse and a death threat. Jarnail Singh told that paper neither of them abused the family, that Verma called at 1.15 pm, and that the slap came after a piece of road came up in his hands. He called the complaints against him false.

Verma posted his account on X. The Indian Express quoted him saying what happened "should not have happened". He said the MLA wanted a commission, that he waited 45 minutes, and that workers abused his family, so he reacted in anger. He said he had called the MLA about the road to a gurdwara before 5 October. India Today reported that he called the AAP clip incomplete and ordered an audit with core-cutting. No result is in these reports.

The Indian Express reported complaints at Tilak Nagar from a PWD engineer and from contractor C. P. Arora Private Limited. They allege that on 24 September the MLA pressed staff for money and that the new road was damaged. The firm's complaint, which used the words "40-50 goons", alleged a demand for Rs 50 lakh and a threat to burn machinery near Gurudwara Guru Nanak Sahib Ji. Hindustan Times reported the same money allegation. AAP denies the abuse and the money claim.

Delhi BJP spokesperson Praveen Shankar Kapoor said the incident was wrong, that Verma had said so, and that the party regretted it. India Today reported that he alleged provocation by a late arrival with a crowd, and that he called Saheb Singh a "habitual offender" in an earlier MCD case. Verma's reply to Rahul Gandhi was: "Rahul ji, aap rehne do bhai, aapko kuch nhi pata."

AAP called a protest and used the word "hooliganism", Hindustan Times reported. Kejriwal visited on Monday, alleged corruption, and demanded that Verma be sacked and arrested, Aaj Tak and Jansatta reported. Jansatta also quoted him on people beating Verma and the Prime Minister in the street. Verma called the visit "drama". Atishi asked for an arrest. Kuldeep Kumar said Verma was "acting like a goon rather than a minister", CNBC-TV18 reported. Rahul Gandhi linked the row to "vote chori" and used the word "arrogance".

The Times of India, with ANI, reported on Monday five complaints and no FIR: Saheb Singh's, two from PWD staff against Jarnail Singh and others, and two from BJP workers. On Sunday, DCP Hareshwar Swami told Hindustan Times there was no FIR yet. Aaj Tak reported an NCR against Verma. Police told The Times of India that Saheb Singh was arrested in June over an alleged assault on an MCD worker and is on bail. Hindustan Times reported that a 2 June FIR copy did not name him. NDTV reported a complaint naming "Sahib". Saurabh Bharadwaj, Kuldeep Kumar and Jarnail Singh were taken to Jafarpur Kalan while seeking an FIR, and Bharadwaj wrote that police were protecting the minister.

What's next

The complaints were still under inquiry, with no FIR in The Times of India's account and an NCR in Aaj Tak's. No audit result is in these reports.
