This note is NEED TO KNOW, in the Paisa & Rules line. The stamp is verified. It was last checked at 11:33 am IST on 13 October 2026 and posted at 11:45 am IST. The rule it explains has been in force since 1 October 2026.
The primary text is a press release from the Ministry of Petroleum and Natural Gas, issued through the Press Information Bureau on 19 September 2026 at 7:42 pm. The release number is PRID 2312532. It was read in full on 12 October, and it was fetched again in full at the 13 October check. The text was unchanged. From 1 October 2026, Biometric Aadhaar Authentication is needed to book a refill at the regulated RSP with the subsidy. The screen's shorter line is the same rule: a subsidised domestic refill needs the biometric Aadhaar scan.
Consumers who have already completed the authentication need not repeat it. PIB says that in the release. The screen says: scanned once, nothing more to do, and the refill is booked at the subsidised price as usual. That group is domestic LPG users who get the subsidy.
A consumer who has not completed it does not get the subsidised refill until the scan is done. The same release gives a choice. A non-BAA consumer who registers that choice can get LPG at market price, without the subsidy, in 5 kg or 10 kg cylinders. The screen's card is those two sizes, and no subsidy.
The scan is free. IndianOil's Revised Citizen Charter on LPG, dated 21 September 2026, says in section 5.9 that it "can be completed free of cost". The charter names the delivery person, the distributor showroom, and the IndianOil ONE app. The PIB release names the same kind of channels, and it adds the company apps HelloBPCL and HP PAY. Mint also carries the "free of cost" line. The screen lists delivery, the showroom, and the three apps.
PIB's count, as on 19 September, is 89.9 percent, which it states as 27.43 crore consumers. The screen reads the remainder of that 89.9 percent as roughly one in ten still to scan. That "one in ten" is a reading of the PIB figure. It is not a second official count. The screen also says to check with your gas distributor.
The helpline in the release is 1800 2333 555.
The Hindu, at 9:39 pm IST on 1 October, reported that the norm comes into force. The Economic Times, The Tribune, ABP Live on 2 October, The Telegraph on 1 October, and Mint report the same rule. A search at the 13 October check, naming Fortune India, The Economic Times, CNBC TV18, BusinessToday, Patna Press on 7 October and Goodreturns on 3 October, showed the rule in force since 1 October. No extension and no rollback were reported as of 11:33 am IST on 13 October.
