He says Putin agreed to supply diesel to the United States and to global markets. The reports listed here do not describe a paper the two sides put their names to. This note says that he announces the deal, and that Trump says Putin agreed.
The tonnage is Trump's claim. He claims more than 300,000 tons immediately, 500,000 tons in November, 1 million tons after that, and up to 3 million tons more. Those figures are not described as cargo already delivered. The Kremlin's readout does not confirm any of them. A claim of a future cargo is not a delivery.
What the Kremlin did confirm is readiness. The line given for that readout is that Russia is "ready to supply oil and oil products to American and global markets." Readiness is not a quantity.
