TASS gives Putin's words as: Modi, "despite our very good, even friendly relations, including at the personal level, constantly raises the issue" of ending the conflict in Ukraine. The same English text continues: "He brings up these matters at every meeting we have and takes a keen interest in them. He has very good ideas aimed at finding mutually acceptable solutions." TASS says Putin described Modi's stance as neutral but aimed at ending the conflict. It also quotes him: "we are grateful to the Indian premier for his desire to resolve this conflict peacefully, and as quickly as possible."

Moneycontrol's story is timed at 7:04 am IST on 2 October. The Economic Times story, carrying ANI, is timed at 6:49 am IST the same morning. One TASS report is datelined Moscow, 1 October. A second TASS report, on 2 October, carries a section headed "Indian premier and peace initiatives."

These reports do not turn the remarks into a mediation mandate, a peace plan or an agreement. Putin referred to ideas. The reports do not describe what those ideas are. This note does not invent them. No Indian government response was found as of 9:50 am IST on 2 October.

The Kremlin page for the Valdai meeting is timed at 9:30 pm on 1 October. When it was read, the published part ended "To be continued," and the Modi passage was not in that published part. Whether a later transcript will carry the passage is not yet a fact. Ukraine's reaction is not in the accounts checked.
