This note is NP EXPLAINS. The court order, the park closure, and the police orders are verified. How many people may be facilitated is developing. The note was rechecked between 9:31 am and 9:34 am IST on 16 October 2026, and the post went up at 9:37 am IST.
Cockroach Janta Party has called a gathering under the name "Lehra do Tiranga" at Central Park, Connaught Place, for about 5 pm on 16 October 2026. The Hindu reports the call and names founder Abhijeet Dipke. The call names jailed members Saurav Das and Ashutosh Ranka. Hindustan Times and The Hindu report that the two are in judicial custody. The party's account of why they were jailed, tied by the party to the flag, is the party's claim. These reports do not establish that reason.
Delhi High Court declined to restrain the protest. The bench was Acting Chief Justice Nitin Wasudeo Sambre and Justice Sanjay Sharma. The court recorded the police assurance that they would regulate the gathering. The Hindu and The Indian Express report that refusal and that assurance. The Hindu describes the plea the court declined as a vendor's petition. It does not, in the points used here, give the vendor's name. The Indian Express, updated at 6:07 am IST on 16 October, also reports that the court recorded the assurance. Moneycontrol reports that the matter is posted for 3 November. That is a listing date in that report. It is not an outcome.
The New Delhi Municipal Council has closed Central Park to the public on 16 and 17 October for what the notice calls "administrative reasons". The Hindu, The Indian Express and The Times of India report the closure and that wording. The notice does not close Palika Bazaar, the surrounding shops, or Rajiv Chowk Metro. Barricades are possible, and so are traffic diversions. The Times of India traffic advisory says diversions are possible from 3 pm.
Delhi Police has prohibitory orders under Section 163 of the BNSS in the Connaught Place area. Police have appealed to people not to join the gathering. Police have also said a limited or select group may be facilitated for the national flag and the anthem, at a suitable location. The Hindu, The Times of India and Hindustan Times report that position. A large gathering can sit outside what those orders allow.
The headcount is developing, and the outlets do not use one figure. NDTV attributes a facilitated group of "11 persons". Moneycontrol also reports a "group of 11 persons", along with the appeal to stay away. The Hindu's wording is a "limited number", which it attributes to DCP Neha Yadav, for the flag and the anthem at a suitable location. Hindustan Times, in a report at 7:16 am IST on 16 October, says a "select few" at a suitable place, and that piece does not fix a figure of 11. This article sets the three wordings side by side and does not lock a number. Reports also note worry among traders in the festive season, with no quote and no loss figure given here.
Two earlier published notes are different events. One covers a mobile-internet suspension in Delhi ahead of a CJP protest: Mobile internet suspended for 24 hours within 4 km of Janpath–Kartavya Path ahead of CJP protest. Another, from September in Guwahati, is also separate: Cockroach Janta Party co-convenor Ashutosh Ranka says Guwahati detention has ended. Neither is this 16 October call at Connaught Place.

What is verified is the call, the court's refusal to restrain it, the park closure and its limits, and the Section 163 orders. What is developing is the headcount. What is a claim is the party's account of why Saurav Das and Ashutosh Ranka were jailed.
Update, 1:15 pm IST, 16 October 2026. The Supreme Court declined an urgent hearing, and gave no urgent order, on a traders' plea against the New Delhi Municipal Council's closure of Central Park on 16 and 17 October. The bench was Chief Justice of India Surya Kant and Justice Joymalya Bagchi. The closure, for what NDMC calls "administrative reasons", sits ahead of the Cockroach Janta Party gathering "Lehra do Tiranga", called by founder Abhijeet Dipke for about 5 pm. The Hindu, Hindustan Times and India Today report the refusal of an urgent order. This update was checked at 12:50 pm IST and posted at 1:15 pm IST.
The sentence that Hindustan Times and India Today both print is: "We hope better sense will prevail on everyone." Hindustan Times attributes that sentence to the Chief Justice. India Today attributes it to the bench. This note does not lock one speaker. The Chief Justice also spoke of small shopkeepers' earnings in the festive season. The two reports do not use the same words for that point, so this note does not quote it. Reports paraphrase Justice Bagchi as saying that if business suffered unlawful harm, the court could use its powers. The wording of that paraphrase differs across outlets, so it is not quoted.
The listing indicated is 26 or 27 October. The Hindu, Hindustan Times and India Today carry that window. This note does not lock one of those two dates.
The court did not ban the march. It did not approve the march. The park was closed by NDMC. "No urgent order" means neither a stay nor a go-ahead. The hearing is later.
A figure of ₹250 crore a day is the traders' advocate's claim. It is alleged. It is not a finding of the court, and this note does not state it as a loss that has been measured.
Delhi Police say the march does not have permission, and that prohibitory orders under Section 163 of the BNSS are in force. PTI, as this update's caption carries it, reports more than 6,000 police personnel and 220 companies of the Central Armed Police Forces deployed. The Delhi High Court's refusal on 15 October to restrain the protest is already recorded above.
The caption of this update adds a further line on Saurav Das and Ashutosh Ranka: that they are in five days' judicial custody, allegedly for breaking a peace bond and entering the denotified Jantar Mantar area. The judicial custody itself is reported, as the morning note says. The reason, a peace bond and entry into that area, is alleged. It is not treated here as proved.
The 5 pm march is developing. Its outcome had not been reported as of 12:50 pm IST. This update was posted at 1:15 pm IST, still before 5 pm.
