A Supreme Court bench of Justices J.B. Pardiwala and K.V. Viswanathan directed states and Union Territories to cut off a set of online vehicle services where e-challan dues are unpaid. The order is dated 28 September 2026 and was made public on 1 October. Neutral Politics checked The Hindu, Hindustan Times, The Times of India and IANS. LiveLaw and Moneycontrol are the outlets named for a cover quotation of the order. This note does not add wording from them beyond the directions the four reports already state. The accounts were checked on 2 October 2026 (IST). This note was posted at 11:30 am IST that morning.
The directions run to the states, the Union Territories and their authorities. For a vehicle with outstanding e-challan dues, online services are to be frozen. That freeze, as these reports describe it, covers renewal of the registration certificate, a duplicate registration certificate, and an update of the owner's address. A fitness certificate is to be denied until all pending traffic fines are cleared. The vehicle is to be blacklisted on the Parivahan portal. That blacklist blocks sale or transfer.
A pollution-under-control certificate sits in the same bar. The order, as reported, says no centre should be permitted to issue a PUC certificate until the pending fines are cleared. For multiple violations, licence renewal is to be withheld, and steps are to be taken to suspend a licence already in force. How many violations count as multiple is not stated in the reports checked.
On the road, the order provides for random checks. If an e-challan has not been honoured, necessary steps shall be taken to impound the vehicle itself. That is the direction as The Hindu, Hindustan Times, The Times of India and IANS report it.
The court was told that about ₹49,194 crore is outstanding and that about ₹26,175 crore has been recovered. Those are the figures given to the court. They are not a fresh tally in this note. The Hindu story, by Aaratrika Bhaumik, is timed at 7:54 pm IST on 1 October. IANS is timed at 6:04 pm IST the same evening. The Times of India story, by Amit Anand Choudhary, is timed at 3:32 am IST on 2 October. The Hindustan Times story, by Utkarsh Anand, is timed at 7:07 am IST on 2 October.
The written order does not link e-challan dues to electricity bills. IANS reports that the idea of linking those dues to electricity bills was an oral remark in court, and that it is not in the written order. A power bill is not a condition of this order. Nothing in the written directions above turns an unpaid challan into a block on an electricity bill.
What's next
What is not known yet is when each state starts the freeze, how PUC centres will check whether fines are pending, how many violations count as multiple, and what is recorded at a hearing on 25 November. That date is as IANS reports it. What the hearing records is not yet a fact.
Key facts
- Justices J.B. Pardiwala and K.V. Viswanathan passed the order on 28 September 2026. It was made public on 1 October.
- Online vehicle services are to be frozen while e-challan dues are pending. A Parivahan blacklist blocks sale or transfer.
- No pollution-under-control certificate until pending fines are cleared. For multiple violations, licence renewal is to be withheld.
- On a random check, an e-challan that has not been honoured can lead to the vehicle being impounded.
- The court was told that about ₹49,194 crore is outstanding and about ₹26,175 crore has been recovered.
- An electricity-bill link is not in the written order. IANS reports that idea was an oral remark in court.
What each side says
In the written order
States, Union Territories and their authorities are to freeze online services for vehicles with unpaid e-challans: no registration-certificate renewal, no duplicate certificate, no owner-address update, and no fitness certificate until the fines are cleared. The vehicle is blacklisted on Parivahan. No centre is to issue a PUC certificate until the fines are cleared. Multiple violations mean licence renewal is withheld and a licence already in force can be suspended. An unhonoured e-challan found on a random check can lead to impounding.
Not in the written order
IANS reports that linking e-challan dues to electricity bills was an oral remark in court and is not in the written order. A power bill is not a condition of these directions.
