This note is NP NOW. The talks are verified as inconclusive. The next round, and a revised draft, are developing. It was checked at 9:00 am IST on 16 October 2026, rechecked at 2:09 pm IST, and posted at 2:23 pm IST.

On 15 October a Home Ministry team sat through the day in Leh with the Leh Apex Body and the Kargil Democratic Alliance. Both sides shared drafts. No final deal was reached. The Hindu, in a report by Peerzada Ashiq timed 10:15 pm IST that day, calls the talks inconclusive and unsatisfactory. The Times of India, in a report by Naseer Ganai on 16 October, also calls them inconclusive, with the next meeting on 22 October in Delhi.

The Home Ministry made a 15-page presentation. The Hindu reports that. The drafts on the table were not a consensus.

Sonam Wangchuk's account, as these reports carry it, has several parts, and this note keeps them attributed. He said the meeting was not a failure. It was a continuation. He described a huge gap, and huge differences, on the democratic setup and on safeguards for an assembly. ANI's line is that huge gap on the democratic setup and assembly safeguards. The Times of India carries a further phrase of his, an earth-and-sky difference. He hopes for a revised Home Ministry draft by 18 October, before the round in Delhi on 22 October.

The Leh Apex Body's Chering Dorjay Lakrook said there are gaps, and that there should be no dilution of a legislature and of Article 371K safeguards. The Kargil Democratic Alliance's Asgar Ali Karbalai called the Home Ministry draft unsatisfactory. The Hindu reports both.

The Hindu's list of people at the talks includes Wangchuk, Tashi Gyalson, and Mohammad Jaffer Akhoon, chief executive councillor of the Ladakh Autonomous Hill Development Council, Kargil.

What Ladakh's groups are asking for, in the plain words of the caption, is an elected legislature and strong safeguards, of the Article 371 kind, for land, jobs and culture. That is the shape of the demand as this explainer states it. It is not a text agreed on 15 October.

An earlier Centre signal, from July, was a sui generis Article 371 model, a custom version of that article, together with a legislature. That is context, and it is attributed as an earlier signal. It is not the outcome of this meeting. This meeting had drafts. It did not have a consensus.

Ladakh has been a Union Territory since 2019. The question of statehood and of safeguards is the matter these talks are about. The next sitting can narrow the gap. It can also show the gap again. That next sitting is developing: 22 October, New Delhi, with a revised draft hoped for before it.

What is verified is that the 15 October talks ended without a deal, that drafts were shared, and that Wangchuk, Lakrook and Karbalai each described a gap. What is developing is the revised draft and the 22 October round in Delhi.
